Section 1: Project Objective

The objective of the Visual Impact Assessment (VIA) was to evaluate the potential visual effects of the proposed Wind Energy Facility (WEF) and its associated infrastructure on the surrounding landscape and sensitive visual receptors. The study aimed to determine the extent, nature, and significance of these impacts and to recommend mitigation measures to minimise adverse visual effects.

Section 2: Execution Strategy

The VIA was executed through a structured, multi-phase approach to ensure a scientifically robust and defensible outcome.

  • Desktop Analysis: Defined the visual study area and identified sensitive receptors using topographical data, aerial imagery, and GIS mapping.
  • Field Survey: Conducted on-site verification and photographic documentation to establish the existing visual baseline.
  • Analytical Assessment: Performed in accordance with the National Environmental Management Act, 1998 (Act No. 107 of 1998), as amended, and the Environmental Impact Assessment Regulations, 2014 (as amended), particularly Appendix 6, which prescribes the format and content of specialist studies.
  • Impact Evaluation: Assessed visibility, visual resource value, absorption capacity, and receptor sensitivity to determine impact significance across all project phases.
  • Mitigation Development: Proposed measures such as colour blending, night lighting management, and post-construction rehabilitation to minimise visual intrusion.

 

The assessment concluded that, with the recommended mitigation in place, the visual impacts of the proposed WEF would be moderate and acceptable, supporting sustainable visual landscape management.
