Proposed Waste Recycling Facility in the City of Cape Town Metropolitan Municipality

BACKGROUND

AST Recycling (Pty) Ltd, intends to obtain a Waste Management Licence (WML) for its specialised recycling facility situated within the City of Cape Town Metropolitan Municipality, Western Cape Province. Although the facility is currently operational, its existing activities do not trigger any of the listed activities under Government Notice No. 921 of 2013, published in terms of section 19(2) of the NEMWA. The WML application is being pursued as a precautionary measure in the event that future operations fall within the scope of these listed activities. The application pertains specifically to Erf 119064 in Epping Industria 2.

LEGISLATIVE PROCESS

AST Recycling (Pty) Ltd waste recycling facility will trigger activities published under GN 921, in terms of Section 19(2), of the NEM: Waste Act (Act 59 of 2008). The following listed activities will be triggered by the operation of the AST Recycling waste recycling facility (the following activities might change during the application process):

Category A (GN921 of 2013)

• Activity 4: The recycling of hazardous waste in excess of 500 kg but less than 1 ton per day calculated as a monthly average, excluding recycling that takes place as an integral part of an internal manufacturing process within the same premises.
• Activity 5: The recovery of waste including the refining, utilisation, or co-processing of waste in excess of 10 tons but less than 100 tons of general waste per day or in excess of 500 kg but less than 1 ton of hazardous waste per day, excluding recovery that takes place as an integral part of an internal manufacturing process within the same premises.
• Activity 7: The treatment of hazardous waste using any form of treatment at a facility that has the capacity to process in excess of 500 kg but less than 1 ton per day calculated as a monthly average, excluding the treatment of effluent, wastewater, sewage or organic waste using composting or any other organic waste treatment.
• Activity 12: The construction of a facility for a waste management activity listed in Category A of this Schedule.

PUBLIC PARTICIPATION PROCESS

The purpose of the Public Participation Process (PPP) is to notify Interested and Affected Parties (I&APs) of the proposed project and to provide them with the opportunity to raise issues or concerns regarding the project.

As part of the PPP, the identified I&APs, stakeholders and the public are provided with a 30-day period from 15 August 2025 until 17 September 2025 (close of business) to register as an I&AP and participate in the PPP.
